The Dolphins built a levitation device used for creating giant tubes of water that connected the seas of Earth. Dolphins of The Clan genetically enhanced themselves making them bulkier and stronger then there Outcast counterparts. The Mutaclone and his exalted ones gave themselves different bio-weapons for defense.
My ultimate question is how did the Dolphins attain this technology to begin with? To answer this we need to examine Mutaclones lair and the strange machine life forms that surround it. Mutaclones lair has eggs filled with energy, possibly used for growing technology or powering machines. A bio-machine has to be genetically programmed and like all life, it has to be grown. Mutaclone had the ability to clone himself and had bio-phasers similar to the Foe creatures bio-phasers Ecco used when he transformed into one.
My conclusion is when Dolphin's defeated the Foe, they enslaved their bio-technology and using DNA from it, used it to enhance themselves (The Clan) and ultimately gained power and control.
